Jeff Kober gave a solid performance in S4E15 (albeit given the lines he was given weren’t the best written.)
In some ways he seems like he could be Daryl’s uncle; in others he is a very cagey adversary that needs to be watched like a hawk.
The marauders are trackers and hunters just like Daryl. They are good at using their weapons and their morality is flighty, however they do have a code:
1. You cannot lie.
2. If you ‘claim’ something before someone else than it’s yours.
3. If you steal you will be killed.*
4. If you don’t know the rules they will explain those rules and then if happens again there are consequences.
5. Punishment for not abiding the rules is a beating of varying degree depend upon their moods that day.
* Joe says this to Daryl 15 minutes into S4E15 while they were walking under a train overpass.
Speaking of lying, Len accused Daryl of taking his cigarettes. Len seemed to forget that 3 out of the 7 of them smoke (Not just him and Daryl. Joe smokes too.)
I think Joe took Len’s cigarettes and he’s lying about that. I wonder if Daryl picked up on that? Another lost opportunity for writers to show Daryl testing Joe’s trust.
Daryl could have mentioned that to Joe and just ask if he took the cigarettes (after they left Len’s body back at the garage.)

The reason why Len is killed isn't clear.
Did they kill Len or did Len die as a result of their beating gone too far?
My listeners ears went up when Joe indicated the punishment for the crime committed depended upon how they felt that day.
I think Joe had Len killed because Joe really wants Daryl to stay with them also I think he would have been caught in a lie about the cigarettes and beaten himself for doing so. Also Len wanted to kill Daryl so he had him framed for stealing. Apparently framing someone for stealing is death as well.
I concluded the group as a whole deliberately killed him because they thought if Len could lie and try to entrap Daryl for stealing by placing one of his claimed possessions so Daryl would be killed, what would stop Len from doing that to any of them?

Do you think Joe and his band could ever be in Rick's group?
That begs the question, who was the strangled man to the marauders?
Was he Joe's brother for instance or a relative or close friend?
Perhaps he's even related to one of the other marauders? Or a friend or lover?
The writers certainly could have intensified the pursuit of Rick to exact revenge by fueling it with more story on the strangled man and how he relates to the marauders.
