The parks department are allowed to go back to work so Leslie gathers them together and tries to persuade Ben and Chris to give her more money. She asks Ann to go out with Chris and subtely steer him towards opening up the parks budget. Ron is now dating Wendy much to Tom's chagrin and Andy vows to pursue April until she goes out with him.
Chris and Leslie get the flu as the big pitch to local businesses for the Harvest Festival arrives. Ben says he can handle it but Leslie will stop at nothing to be there. April is also sick and tries to torture Ann for kissing Andy. Meanwhile Ron gets Andy to take April's place and they bond over meat and football.
Leslie asks her staff for contributions to a Pawnee time capsule. A man called Kelly handcuffs himself to the pipes in her office insisting that she include the Twilight novels. Leslie decides to open the capsule up to the public and is inundated with unacceptable suggestions.
Tammy returns to mess with Ron and Tom bitterly helps her out. Ron ends up in an intervention hosted by Leslie after being arrested for public indecency. Meanwhile Chris announces he is heading back to Indianapolis and wants April to go with him to be his assistant.
Leslie, Tom and Ben are doing the media rounds to promote the Harvest Festival. The hosts of radio and TV shows though would rather talk about Ben bankrupting his hometown while Mayor. Ben breaks down under questioning and the Festival fails to get the good publicity which it needs. Meanwhile Andy agrees to do all of the parts of April's job which she hates to convince her to stay in Pawnee. Ann tries to get Chris to talk about their future.
Ron and Leslie head to Indianapolis to collect an award. Ron is excited to visit his favourite steak house and Leslie is on a mission to find out if Chris is cheating on Ann. Leslie also encourages Tom to take Ben on a night out to the Snakehole. April and Andy decide to have a date at the club too but Andy has no money.
The Harvest Festival has arrived and Leslie is proud to have put together such an amazing event. The only dissenting voice comes from the local Native American community who don't like that the carnival is on top of a burial ground. Meanwhile April tells Andy that she loves him, Ann tries to move on and Jerry is put in charge of the town's beloved mini-Horse little Sebastian.
The Harvest Festival was a huge success and Leslie is now under pressure to come up with a new idea. She organises a camping trip to get her team to brainstorm. Meanwhile Chris returns to work in Pawnee and Ann assumes they will get back together. Andy goes to the wrong camping site and has to track April down.
April and Andy invite their friends to a dinner party and ask them to bring various things. Once there Andy lets slip that this isn't a dinner party, it's their wedding! Leslie is upset and tries to talk them out of it. Ben is trying to decide whether to stay in Pawnee and work for Chris or go back to Indianapolis. Ann and Donna end up at the same singles evening.
Chris wants to stop Pawnee from becoming any more obese. He and Ron engage in a cook-off: beef burger v turkey burger. Leslie asks Ben out but he backs off. Ann convinces her to sign up to a dating website but she is horrified to find that Tom is her soulmate. She goes out to lunch with him to see how this can be possible.
Chris is trying to set Ben up with a woman and Leslie is bummed out. She then gets a boost of self esteem when Jerry uses her as inspiration for a painting of a female Centaur. She wants the painting hung up at City Hall but naturally this meets a lot of objections. Meanwhile Ben needs somewhere to live and movs in with Andy and April. He is shocked at their lack of domestication and tries to educate them.
Leslie finally discovers Ron's birth date and he lives in terror of what kind of wild party she is going to unleash on him. Meanwhile neighbouring Eagleton puts up a fence to keep Pawnee children off of its park. Leslie's former friend Lindsay is the one responsible and the two come to blows over the incident and their past.
Tom invites the whole of Pawnee's government down to the Snakehole Lounge to try his new drink "Snake Juice." He asks his friends in the Parks Department to help spread the word but Chris tells him he can't do this. Leslie pushes Ann to take a new job at City Hall working on PR for the Health Department. Ann is more concerned with the guys she is dating. Everyone gets hammered on "Snake Juice" and Ann and Leslie have a big fight. April and Andy decide to make their guerilla marketing more fun by taking on characters for the night.
Leslie and Ben are sent to argue Pawnee's case in hosting the State-wide Little League competition. Leslie is scared that spending time alone with Ben will lead to them hooking up and then to losing their jobs. She does what she can to avoid a romantic situation and just when she is about to give in Chris appears. With Leslie gone Tom asks the Parks Department to test out his new gameshow where he asks couples questions about their partner. Andy and April don't fare well and he gets mad when she "insults" MouseRat. April goes to Ann for advice on how to win him back.
Ben has a meeting with Leslie's mom but Leslie doesn't want to end the honeymoon part of the relationship so soon. Ben makes a horrible first impression and so Leslie coaches him how to handle their second meeting. Chris begins to reorganise the Parks Department and makes everyone miserable with his new arrangements.
Li'l Sebastian dies and Pawnee throws him an elaborate memorial. Tom encourages Jean Ralphio to set up a media conglomerate to organise it. Ron finds out about Ben and Leslie and warns them that they be fired for their affair. When a maintenance man catches them canoodling at the memorial they bribe him with a day off and scramble to do all his jobs for him. Chris is distraught when he is diagnosed with tendonitis.
Ron runs away from Tammy 1. Leslie realises that she must break up with Ben but struggles to do it. Ann helps diagnose a man's ailing testicles from an obscene email and soon gets a lot more than she expected. Andy gets two new job offers.
Ron begins going through his receipts and Tammy One orders everyone about. Ron reappears with no moustache and a buttoned-down pro-government disposition. Leslie is horrified and tries to save him with help from his mom, Andy and April. Meanwhile Tom asks Ben for some financial advice and invites him to the Entertainment 720 offices. Ann suggests Chris front her new public health video and he wants it to be perfect.
Leslie's book about Pawnee comes out and she hopes Joan Callamezzo will add it to her book club. Joan is more interested in exposing that Leslie was not born in Pawnee. Tom has been hired to get Joan to cooperate but is worried when he learns that she is getting divorced. Ann tries to get Ron or April to talk to him.
Ron takes the "Pawnee Rangers" troupe of boys out to camp and Leslie joins them with the "Pawnee Goddesses." Leslie is determined to prove that her club is better while Ron is of course concerned with survival skills. Meanwhile Ben seems depressed and so Donna and Tom take him out on their day of indulgence.
Leslie is holding a meeting to charm local business owners. Tom is organising things and begins to use it as a marketing opportunity for Entertainment 720. April and Andy throw a Halloween party but don't tell Ben. He passively complains about it and Andy is determined to get him to open up. Jerry encourages Chris to invite his daughter but soon regrets it. Ron fixes things round the house and Ann helps him.
A local cult gathers in the park for the end of the world. Leslie, Ben and Chris go to keep an eye on things and talk to the media. Leslie is disturbed when she thinks Ben might hit it off with Shauna Malwae-Tweep. April tries to tick things off Andy's bucket list and Tom and Jean-Ralphio throw one last party in their office.
Leslie and Ben are excited to help out with the local Model UN. However he finds it hard to cope when her campaign duties take most of her attention. Chris starts an investigation into the state of his relationship and drags Jerry, Donna and Ann into it. Ron tries to convince Tom to return to the Parks department.
Leslie and Ben work together on Indiana's smallest park. Ben wants to stop working together and so Leslie plans to extend the park project for as long as possible. Andy wants to take a college course to better himself and April and Ron go with him to sample a few different options. Chris asks Tom and Jerry to choose a new font for the Parks Department logo.
Leslie and Ben admit to Chris that they have been having a relationship. He immediately begins ethics hearings to see if they have abused their positions. Leslie is initially confident that they have broken no other rules. However Chris has a witness who Leslie bribed to keep quiet.
Ben encourages Leslie to find a way to improve Pawnee as a private citizen during her suspension. She forms an action group to make the parks better and harrasses Chris. Ben looks for a new job but can't find anything which interests him. Leslie has given each member of the Parks department amazing thoughtful gifts and so Ron suggests that they get her something amazing. Leslie's campaign team find that no one will vote for her after the scandal and so drop her as a client.
Leslie appoints Ann her campaign manager and they begin planning a press conference with the theme "The Comeback Kid." Meanwhile Ben is worklng on his hobbies and Chris thinks he is depressed.
Leslie meets her competition, Bobby Newport, whose family money has bought a lot of ad time. Ben suggests countering with a negative ad but Leslie doesn't like the idea. She prepares a positive commercial while Ben goes ahead with one attacking Newport. Even though everyone agrees that his is best Leslie can't bring herself to be mean. Andy bangs his head and he and April use their medical insurance to get themselves tested for a bunch of ailments. Chris enlists Ron's help with delivering some bad news.
During a focus group Leslie obsesses over a guy who says he wouldn't go bowling with her. She sets up a bowling night and tries to win him over. Ron is dismayed by Tom's childish bowling technique. Meanwhile Jerry organises the rest of the team in a competition to raise money for the campaign. April tries hard to win to stop Chris being so happy. When she finds out that Jerry's daughter is going to break up with him she changes her mind.
Leslie uses the Valentines Day Dance to gather possible men for Ann. Meanwhile she sets a fiendishly complicated scavenger hunt for Ben. He enlists Andy and Ron's help to solve the riddles. Chris is despondent over his break up and then volunteers to DJ the dance.
The Pawnee police chief is retiring and Leslie wants his endorsement for her campaign. Her ex-boyfriend Dave is also back in town and says he is still in love with her. After inviting him out to dinner with Ben, Leslie tries hard not to be left alone with him. Andy organises the rest of the office to record Leslie's campaign song and works incredibly hard on making it perfect. Ron tries to help out without admitting that he is Duke Silver. Tom has told everyone about his date with Ann and she is irritated by his constant attempts to escalate their relationship.
